The Indian Aviation Regulator DGCA said it has audited 32 of the total 32 Flight Training Organizations (FTOs) in India.

As a result, the Directorate General of Civil Aviation (DGCA) has suspended the approval of one FTO, issued warning letters to two Accountable Managers, and 3 Certified Flying Instructors (CFIs), Two Deputy CFIs and an Assistant Flying Instructor (AFI). are suspended. 

TheDGCA  found in audit that "the facilities at the  Airfield / Training organization are not being maintained as per the requirements - the runway surface was eroded, the air sack was found to be torn or non-standard."

The DGCA said the aircraft was being operated with faulty or unusable equipment such as fuel gauges, stall warnings etc. It said that pre-flight alcohol test rules were not followed in many FTOs.

The DGCA said, "Some instructors, student pilots and aircraft maintenance engineers undergo BA (breathalyzer) test or do not submit undertaking before commencement of duty/exercise of privileges."

In some cases, the test equipment being used was not in compliance with the requirements or was calibrated as required, it added. The DGCA said that it noticed incorrect logging in official documents.

The DGCA has suspended four Chief Flying Instructors (CFIs), three Deputy CFIs and one Assistant Flying Instructor (AFI).

"In some cases, the dual flight was recorded as a single flight and in some other cases, the taxi time was calculated for the student pilot's instrument flight time," it added. It said there were flaws in the ground training of student pilots.

It said student pilots were not properly informed and trained about emergencies and required exercises before being released to operate solo flights.

"There was ad-hocism in the allocation of trainers as the instructors were changed frequently and thus affected the learning experience of the student pilot", the regulator said.

During the past few months, there have been several incidents and accidents at FTOs across the country.

"Based on these audit findings and the findings of the recent accident, enforcement action has been issued, i.e. warning letters to two accountable managers, suspension orders to two CFIs (Certified Flight Instructors) for one year, two CFIs for 3 months, One year for one Deputy CFI, two Deputy CFIs for 3 months, one AFI (Assistant Flight Instructor) for 3 months and one student for 3 months.

In addition, the approval of an FTO has been suspended. Enforcement action against other persons/FTOs is in various stages.

Two training aircraft were involved in separate non-fatal accidents in India on March 16, following which aviation regulator DGCA ordered a safety audit of all Flight Training Organizations (FTOs).

In the first accident, the pilot allegedly forgot to open the landing gear in Jharkhand's Jamshedpur, while the second plane crashed and landed on the runway in Uttar Pradesh's Sultanpur. After this the audit started on March 21.

डीजीसीए ने कहा, "कुछ प्रशिक्षकों, छात्र पायलटों और विमान रखरखाव इंजीनियरों ने बीए (ब्रेथलाइज़र) परीक्षण से गुजरना या कर्तव्य शुरू होने / विशेषाधिकारों के अभ्यास से पहले उपक्रम प्रस्तुत नहीं किया।"

नियामक ने कहा, "प्रशिक्षकों के आवंटन में तदर्थवाद था क्योंकि प्रशिक्षकों को अक्सर बदल दिया जाता था और इस तरह छात्र पायलट के सीखने के अनुभव को प्रभावित करता था"।

पिछले कुछ महीनों के दौरान, देश भर में एफटीओ में कई घटनाएं और दुर्घटनाएं हुई हैं।

"इन ऑडिट निष्कर्षों और हालिया दुर्घटना के निष्कर्षों के आधार पर, प्रवर्तन कार्रवाई जारी की गई है, यानी दो जवाबदेह प्रबंधकों को चेतावनी पत्र, एक वर्ष के लिए दो सीएफआई (प्रमाणित उड़ान प्रशिक्षकों) को निलंबन आदेश, 3 महीने के लिए दो सीएफआई, एक उप सीएफआई के लिए एक वर्ष, 3 महीने के लिए दो डिप्टी सीएफआई, 3 महीने के लिए एक एएफआई (सहायक उड़ान प्रशिक्षक) और 3 महीने के लिए एक छात्र।

इसके अलावा एक एफटीओ की मंजूरी निलंबित कर दी गई है। अन्य व्यक्तियों/एफटीओ के खिलाफ प्रवर्तन कार्रवाई विभिन्न चरणों में है।

दो प्रशिक्षण विमान 16 मार्च को भारत में अलग-अलग गैर-घातक दुर्घटनाओं में शामिल थे, जिसके बाद विमानन नियामक डीजीसीए ने सभी उड़ान प्रशिक्षण संगठनों (एफटीओ) की सुरक्षा ऑडिट का आदेश दिया था।

पहली दुर्घटना में पायलट कथित तौर पर झारखंड के जमशेदपुर में लैंडिंग गियर खोलना भूल गया था, जबकि दूसरा विमान दुर्घटनाग्रस्त होकर उत्तर प्रदेश के सुल्तानपुर में रनवे पर उतरा. इसके बाद ऑडिट 21 मार्च को शुरू हुआ।
